However, the fee is undisclosed but it is believed to be in the region of £20 million.
The 28-year-old defender has established himself as a key player for Los Colchoneros over the last few seasons and helped his club to lift the La Liga title last season, and finishing as runners-up in Champions League.
The Brazilian is widely seen as the ideal replacement for Ashley Cole, who has recently signed a two-year contract with Serie A giants AS Roma.
Here is how Chelsea fans reacted on Twitter after the agreement reached for the transfer of Luis.
Remember when we were accused of having an ageing squad in 09/10? Well we won the league that season. So what if Filipe Luis is 29?

Mourinho is a genius. Sold David Luiz for £50m and signed Filipe Luis, Costa & Cesc [Tiago to follow]. Not to mention Zouma.
