The report claims, the Germany international has been targeted as a £30m signing after being scouted by the Citizens’ staff in recent months.
It is claimed that the Sky Blues are due to meet with representatives of the 24-year-old defender next week to get it done, but they could face some late competition from Premier League rivals Chelsea.
Rudiger has made 25 appearances for Roma in all competitions this season.
